Title of Project/Programme: Building Community Resilience via Transformative Adaptation
Background:
As a low-lying developing state, Belize is highly vulnerable to the climate change impacts such as sea level rise, erosion, storm surges and flooding. These can lead to infrastructure and economic losses, especially in agricultural and inhabited areas during the hurricane season. There has also been evidence that the average annual temperature of Belize has been rising and is projected to rise further. To effectively address these issues, the threat of climate change requires multilateral action from policy makers, technical experts, the private and public sector as well as local communities, to seek solutions and make changes to effectively adapt to climate change impacts. To reduce vulnerability and enhance resilience to future climate risks and hazards Belize must devise mechanisms to adapt to the imminent changes affecting economic sectors, livelihoods, and natural ecosystems.
The Protected Areas Conservation Trust (PACT) has received approval from the Adaptation Fund for the project Concept Note entitled “Building Community Resilience via Transformative Adaptation”. Additionally, the Adaptation Fund has provided a Project Formulation Grant (PFG) to provide technical assistance and preparation support for development of the project proposal. The project will be executed by PACT and will function as an on-granting mechanism for climate finance in country. The project contains five interlinked components:
- Component One: Safeguarding Forest and Water Resources through Strategic Protection and Restoration Solutions.
- Component Two: Combating Wildfires through Adaptive Management.
- Component Three: Creating Opportunities to Support Alternative Livelihoods.
- Component Four: Building National Capacity to Access Adaptation Finance.
- Component Five: Community Disaster Risk Management.
Consultancy Description:
PACT is interested in identifying a Consulting Team to undertake the stakeholder consultation process and formulation of the project proposal which is aligned with the Adaptation Fund criteria. Through a Project Formulation Assistance Grant (PFA), PACT has secured funding to conduct parallel processes of a gender assessment and a feasibility study which will complement and inform the development of this Project Proposal.
Core Competency Requirements:
The consultancy firm/team shall have at maximum three consultants.
- Qualifications of the lead expert:
- Master’s Degree (preferred) or Bachelor’s Degree in Project Development and/or Management or other relevant discipline.
- A minimum of 5 years professional experience in the field of Project Development and Management, Project Proposals, conducting project feasibility studies and gender assessments.
- Thorough understanding of the climate change context in Belize, and experience working with government institutions and international or non-governmental organizations regarding climate change and development work in the specific area of intervention.
- Knowledge of Proposal Development for the Adaptation Fund will be an asset.
- Qualification of team members:
- Bachelor’s Degree in Climate Change, Disaster Risk Management, Environmental Engineering, or other relevant discipline,
- A minimum of 3 years professional experience in the field of project management and/or climate change.

Can I bid on component 2 combating wildfires? I have done this in the Past for PACT.
Hello Phillip. Thank you for your interest. At the moment we’re looking for a consultancy to develop the full proposal and cannot separate the work by components. Perhaps you can partner with others who would be able to work on the other areas?
