ORGANIZATIONAL CONTEXT

The Protected Areas Conservation Trust (PACT) is a statutory organization established as a Trust Fund under the Protected Areas Conservation Trust Act, Chapter 218 of the Laws of Belize, Revised Edition 2020.  Since its establishment in 1995 as Belize’s national Conservation Trust Fund, PACT has been at the forefront of conservation efforts in Belize, with significant legislative amendments in 2002, 2015, and 2017 enhancing its mandate.  Sourcing funds nationally and internationally, PACT contributes to financing the sustainable management and development of Belize’s natural and cultural heritage through support to the government agencies, non-governmental organizations, and community-based organizations that manage Belize’s National Protected Areas System.  PACT operates under a strategic framework designed to close the financing gap in conservation, improve stakeholder engagement, and optimize organizational performance.

JOB PURPOSE

The Human Resources Manager provides overall Human Resources leadership to PACT, aligning the human resources approach with organizational strategic goals. Through the development, implementation, and continuous monitoring and improvement of a human resources system of policies, programs, procedures, and practices that support the organization’s strategic direction and enables a motivated and skilled workforce, the Human Resources Manager contributes to PACT’s success.

JOB SUMMARY

The Human Resources Manager leads PACT’s Human Resources Department operationally and strategically, ensuring that human resources functions and services are clearly defined and fully aligned with organizational priorities. With a particular focus on Strategic and Workforce Planning; Employee Engagement, Relations, and Work-Life Quality; Capacity Development; Change Management; Policy Review, Development, and Implementation; Performance Management; Risk Management; Compliance; Compensation and Benefits; Talent Acquisition, Retention, and Management; Information Management; and Culture Building, the Human Resources Manager adeptly balances and integrates organizational and employee interests and needs for overall success.

REQUIREMENTS

Education

  • Required: Master’s Degree in Human Resources Management, Human Resources Development, Organizational Psychology, Organizational Leadership, or closely related field
  • Asset: Certification in one or more areas of Human Resources specialization; Professional Human Resources certification

Experience

  • Minimum of five (5) years management experience, including at least one (1) year of Human Resources Management experience

REMUNERATION

Compensation package commensurate with qualification and experience within PACT’s salary scale.
