***CLOSED*** Call for Expression of Interest for Full Time Consultancy for Project Management Services
Background:
The Green Climate Fund (GCF) is a unique global platform to respond to climate change by investing in low-emission and climate-resilient development. GCF was established to limit or reduce greenhouse gas (GHG) emissions in developing countries, and to help vulnerable societies adapt to the unavoidable impacts of climate change. Given the urgency and seriousness of this challenge, the Fund is mandated to make an ambitious contribution to the united global response to climate change.
As such, the GCF has developed a variety of funding windows and programs. This includes funding windows for mitigation and adaptation, the Private Sector Facility (which also encompasses pilot programs for mobilizing resources at scale, and for support to micro, small and medium sized enterprises), the Readiness and Preparatory Support Program (which includes a Project Preparation Facility and a program providing support for adaptation planning); a REDD plus results based payment program; and an Enhanced Direct Access Program designed to enhance Fund access by sub-national, national and regional, public and private entities.
In October 2018, PACT received accreditation by the GCF as a national Direct Access Entity. This role requires PACT to take on several responsibilities associated with the delivery of impactful projects within the priorities of the Fund, of PACT, and of Belize’s National Climate Change Policy & Plan and related frameworks. In collaboration with the Ministry of Economic Development (MED) as National Designated Authority (NDA) of Belize to the GCF, and the National Climate Change Office as UNFCCC Focal Point, PACT has received approval for financing from the GCF under a Readiness and Preparatory Support Project titled “Enabling Activities for the Formulation and Implementation of a Multisectoral National Adaptation Plan for Belize”.
This project is to be executed over a thirty-four-month implementation period. This project will guide the future development of the country’s major sectors under changing climatic conditions, inclusive of the following priority sectors: i) Land Use, Human Settlement & Infrastructure, ii) Tourism, iii) Human Health, iv) Agriculture, and v) Forestry. Cross linkages between specific sectors will be enhanced to build resilience to climate changes and support vulnerable populations. The formulation and implementation of the NAP will enable Belize to formulate concrete interlinked solutions, adaptation actions in the priority sectors and will support strengthening existing mechanisms and adaptation responses at a multisectoral level.
PACT is now seeking the services of a Project Manager to coordinate the implementation of the project by PACT and the executing partners. The aim of the consultancy service is to ensure that the Project creates an enabling environment for national adaptation planning for the targeted sectors in Belize.
Responsibilities
The Project Manager will:
- Manage and coordinate all the activities of the GCF Readiness & Preparatory Support Project and will report on the day-to-day operations to the Adaptation Contact Point (NCCO Adaptation Officer) within the NCCO and the Project Development & Management Unit Manager (PDMUM) of PACT.
- Coordinate the execution of project activities that will support the Government of Belize to develop a Multisectoral National Adaptation Plan aligned to those already existing or on the pipeline.
- Prepare and submit monthly activity work plans and reports to the NCCO Adaptation Officer and PACT PDMU Manager on a timely and regular basis, detailing all past and planned activities.
- Prepare timely and high-quality technical and financial reports of the project as required by the project grant agreement, in coordination with the relevant NCCO & PACT Department.
- Establish and maintain contact with all project stakeholders, to ensure support for project implementation.
- Work in collaboration with PACT’s Procurement Officer and Accounting Staff for efficient and effective delivery of project outputs and budget management.
- Periodically participate in coordination meetings and prepare presentations and/or reports as required by PACT, for its project management purposes.
Qualifications and Experience
Candidates must possess a:
- Master’s Degree (preferred) or a Bachelor’s Degree in Project Management or relevant field; and/or
- Industry recognized Certification in Project Management.
- A minimum of 3 years’ professional experience in managing medium-large internationally funded projects.
Knowledge (not required but considered an asset) - Working knowledge of general guidelines and procedures of international multilateral donors.
- Working knowledge of the GCF, Adaptation Fund, or other Global Funding Agencies.
- Knowledge of PACT.
