Background:

The Protected Areas Conservation Trust (PACT) is a statutory organization established as a Trust Fund under the Protected Areas Conservation Trust Act, Chapter 218 of the Laws of Belize, Revised Edition 2020.  Since its establishment in 1995 as Belize’s national Conservation Trust Fund, PACT has been at the forefront of conservation efforts in Belize, with significant legislative amendments in 2002, 2015, and 2017 enhancing its mandate.  Sourcing funds nationally and internationally, PACT contributes to financing the sustainable management and development of Belize’s natural and cultural heritage through support to the government agencies, non-governmental organizations, and community-based organizations that manage Belize’s National Protected Areas System.  PACT operates under a strategic framework designed to close the financing gap in conservation, improve stakeholder engagement, and optimize organizational performance. 

Objective:

PACT, in the course of its business operations, aims to ensure that all activities, including grant-making, fiduciary management, procurement, and general corporate activities, are legally sound, protect corporate interests, and manage risks effectively. Legal compliance is a core priority to support PACT’s sustainable operations and strategic goals. 

 Qualification Criteria:
The ideal law firm must meet the following qualifications: 
o Full-Service Firm in Belize: Expertise in multiple areas of law with at least 10 years of experience.
o Practice Areas: Proven experience in Corporate Law, Labor & Employment, and Litigation.
o Legal Standing: The firm must be in good standing with the Belize Bar Association and compliant with all relevant regulatory requirements.
 
Application Procedures:
Expression of Interest package should contain: 
1. Signed cover letter explaining interest and relevant work experience.
2. Firm Profile – An overview of the firm, including its history, areas of expertise, relevant experiences and any other achievements.
3. Technical Proposal to include:
o Team composition
o Assignment
o Key experts’ areas
4. Financial Proposal to include:
o Cost estimate
o List of personnel
o Schedule of rates/Fee Structure
5. Resume(s)- of key attorneys who would be involved, highlighting qualifications, experience and areas of specialization.
6. Confirmation of Certificate of Good Standing from the Belize Tax Service, Social Security Board and Belize Companies Registry.
