Consultancy for Development of a Sustainable Forest Management Plan for the Freshwater Creek Forest Reserve

The Government of Belize with the assistance of the World Bank is implementing the project entitled “Management and Protection of Key Biodiversity Areas in Belize (KBA)” with Grant funding from the Global Environment Facility “GEF” and has appointed the Ministry of Agriculture, Fisheries, Forestry the Environment and Sustainable Development (MAFFESD) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT).The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.  

KBA and PACT now invites eligible consulting Firms to indicate their interest in providing the services. In submitting its Expression of Interest, Firms should provide information demonstrating that it has the required and relevant experience to perform the Services. The shortlisting criteria are:
• Proven experience in work of a similar nature;
• The team must possess expertise of a Forestry Expert, a Forest Ecologist and a Socio-Economist

The attention of interested Firms is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and the Ministry of Agriculture, Fisheries, Forestry, the Environment and Sustainable Development policy on “Employment of Public officers as consultants.”

The Firm will be selected in accordance with the Selection Based on Consultants’ Qualification method set out in the World Bank Consultant Guidelines.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 2:00 pm on Thursday March 28th ,2019 to:

The sealed envelope containing the Statements of Capability must include the name and address of
the applicant and should be clearly marked:
“Consultancy for the Development of a Sustainable Forest Management Plan for the Freshwater Creek Forest Reserve situated within the Corozal and Orange Walk Districts, Belize”

PACT and KBA shall not be bound to defray any costs incurred by applicants in preparing and submitting statements of capability.

  1. The general announcement and the attachment have 2 different personnel requirements. Could you please clarify which one to focus on. Or Both? Our company has all of these but in order to respond to the opportunity it will be helpful to understand the personnel needs.

  2. While preparing information to submit to PACT regarding the Freshwater Forest Management Plan, the team came upon this on World Bank website for projects in Belize.
    Not only does it note that work in on going at multiple areas, including Freshwater, it also indicates that whomever the contractor is seems to be performing less than satisfactory.
    Can you, or if you can, please explain what is going on?
