Request for Expression of Interest for Consultancy Services (Individual Consultant) – Environmental Expert for the REDD+ Readiness Project

The Government of Belize with the assistance of the World Bank is implementing the project entitled “Reducing emissions from deforestation and forest degradation (REDD+) Readiness Project in Belize” with Grant funding from the Forest Carbon Partnership Facility “FCPF” and has appointed the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration (MAFFESDI) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT). The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.  

REDD+ and PACT now invite eligible consultants to indicate their interest in providing the services. In submitting Expression of Interest, consultants should provide information demonstrating that he/she has the required and relevant experience to perform the services. The shortlisting criteria are:

  • A minimum of a Bachelor’s degree in Natural or Environmental Sciences with eight to ten (8-10) years of professional experience or alternatively a master’s degree (MSc) in the same fields with at least five (5) years of professional experience is a distinct advantage;
  • The Expert should have at least 8-10 or 5 years of experience (based on the education level) in environmental assessment and risk management in developing countries. Familiarity with environmental management issues associated with forests, preferably in the Central American Region and/or the Caribbean, is preferred. Priority will be given first to experience in Belize and then in the region;
  • Knowledge of the United Nations Framework Convention on Climate Change (UNFCCC) REDD+ Decisions and the World Bank (WB) environmental safeguard policies is highly desirable;
  • Sound knowledge of climate change issues including REDD+, forest/natural resources management, environmental management, and rural and social development;
  • Demonstrated knowledge of FCPF, World Bank and other donor program/project management practices and modalities;
  • Knowledge of Belizean environmental regulations (forest, environment, etc.) is a distinct advantage;
  • Knowledge of GIS/remote sensing is an asset;
  • Experience in supervision of consultants, and/or coordination of program/projects teams in a multi-disciplinary environment;
  • Experience working with governments in developing countries; and
  • Excellent writing skills including reports and work plans;Master’s Degree related to Social Sciences and Humanities including Social Work, Sociology, Psychology, Education, Communication, Anthropology or a similar field;

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration policy on “Employment of Public officers as consultants.”

The sealed envelope containing the Expression of Interest must include the name and address of the applicant and should be clearly marked:

“ENVIRONMENTAL EXPERT FOR THE REDD+ READINESS PROJECT IN BELIZE”

PACT shall not be bound to defray any costs incurred by applicants in preparing and submitting statements of capability.
