ORGANIZATIONAL CONTEXT
The Protected Areas Conservation Trust (PACT) is a statutory organization established as a Trust Fund under the Protected Areas Conservation Trust Act, Chapter 218 of the Laws of Belize, Revised Edition 2020. Since its establishment in 1995 as Belize’s national Conservation Trust Fund, PACT has been at the forefront of conservation efforts in Belize, with significant legislative amendments in 2002, 2015, and 2017 enhancing its mandate. Sourcing funds nationally and internationally, PACT contributes to financing the sustainable management and development of Belize’s natural and cultural heritage through partnership and collaboration with government agencies, non-governmental organizations, and community-based organizations that manage Belize’s National Protected Areas System. Additionally, recognizing the global impact of climate change, PACT established its Climate Finance Portfolio in 2022 to support national efforts in building Belize’s climate resilience across all sectors. Through its accreditation to international climate financing institutions, PACT provides access to funding for climate adaptation and mitigation projects. PACT operates under a strategic framework designed to close the financing gap in conservation and climate finance, improve stakeholder engagement, and optimize organizational performance.
PACT’s Climate Finance Unit supports Belize’s national response to climate change by mobilizing and managing climate finance resources to fund sustainable projects aimed at mitigating and adapting to the impacts of climate change. By fostering partnerships and promoting innovative solutions, the unit ensures that Belize can adapt to and address the evolving challenges of climate change.
JOB PURPOSE
The Project Development Officer supports the development and subsequent implementation of project concepts and proposals that align with Belize’s national strategies for building resilience to the impacts of climate change. By ensuring that projects adhere to Belize’s National Determined Contributions (NDCs), Low Emission Development Strategy (LEDS), the Country Program to the Green Climate Fund (GCF), and the National Climate Change Policy, Strategy and Action Plan (NCCPSAP), the Project Development Officer plays a crucial role in PACT’s expansion of impact on Belize’s national development through climate smart initiatives.
JOB SUMMARY
The Project Development Officer primarily focuses on the detailed preparation of project proposal packages, including data from stakeholder consultations, and thorough social, environmental, and gender analyses. Additionally, the Project Development Officer provides critical technical support to the Climate Finance Manager and coordinates with consultants and partners in project planning, design, and management processes. The Project Development Officer also assists with the management and implementation of approved climate finance projects, guided by PACT’s monitoring and evaluation frameworks. Adhering to the reporting requirements of funds, including the Adaptation Fund and the Green Climate Fund, the Project Development Officer ensures projects meet the set standards. Through these responsibilities, the Project Development Officer plays a vital role in fulfilling PACT’s mandate to enhance Belize’s national resilience to climate change.
REQUIREMENTS
Education
- Required: Master’s Degree in Environmental Studies, Sustainable Development, Project Management, or related field
- Asset: Professional certification in project design or project management
Experience
- Minimum of three (3) years’ work experience in project development or project management; exposure to project design
REMUNERATION
Compensation package commensurate with qualification and experience within PACT’s salary scale.
